29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails shall extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access. a) On or about September 11, 2018, at the above reference inspection site, employees were utilizing an extension ladder to gain access/egress to a commercial roof. The employer failed to ensure the ladder extended at least 36 inches above the surface being mounted. Employees were thereby exposed to falls of up to 15 feet. There is no abatement certification of documentation required for this item.
