29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:   Powdercoating area: On or about September 11, 2018, and at times prior thereto, employees were exposed to respiratory hazards while spraying powder coating material onto parts without a respiratory protection program to address key issues such as, but not limited to, training, fit testing, and medical evaluation for employees required to use the Brinks half face respirator and Survivair half face respirator.

29 CFR 1910.1200(e)(1): Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met, and which also includes the following:  Shop area: On or about September 11, 2018, and at times prior thereto, employees were exposed to chemical hazards while cleaning and powder coating parts and materials with products such as, but not limited to, Aerogreen 4110 paint prep and POWDURA TGIC-free polyester powder coating without implementation of a hazard communication program to address key issues of hazardous chemicals and materials such as, but not limited to, necessary personal protective equipment, handling and storage of the product and labeling.

29 CFR 1910.1200(f)(6)(ii): Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical:  Shop area: On or about September 11, 2018, and at times prior thereto, employees were exposed to chemical hazards including, but not limited to, Aero Green 4110 Paint Prep Cleaner, while cleaning parts prior to powder coating.  The product is applied using spray bottles.  These spray bottles were not labeled to identify the product and hazards associated with it.
