29 CFR 1926.1052(b)(2): Foot traffic was not prohibited on skeleton metal stairs where permanent treads and/or landings were to be installed at a later date and the stairs were not fitted with secured temporary treads and/or landings long enough to cover the entire tread or landing area:     a. 1210 Raritan Road, Scotch Plains, NJ - Ash Brook Golf Course    The employer did not ensure that skeleton metal stairs that did not have permanent treads had temporary treads installed.  Employees engaged in electrical installation activities were allowed by the employer to use stairs where stair pans were not filled from the main level to the basement level and temporary treads were not installed.    Violation observed on or about September 19, 2018
