29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D):  a.  4405 South Old Peachtree Road, Norcross, GA - On or about 09/21/18,  Maintenance employees were exposed to sudden energization or start-up of multi-energy source equipment/machinery such as, but not limited to the Tubing Laser Cutter Machines.  The company's written lockout/tagout specific procedures were found with the following deficiencies:       1.  The energy control procedures did not properly identify the energy source and/or how to relieve pneumatic stored energy on the tubing laser cutter machines 1-3.       2.  Specific requirements for testing the machines and equipment to determine and verify the effectiveness of lockout/tagout devices and other energy control measures were not included in the specific procedures for the tubing laser cutter machines 1-3.       3.  The energy control procedures did not specifically outline the steps for the removal of locks and restoring lockout/tagout equipment back into services for the tubing laser cutter machines 1-3.
