29 CFR 1910.180(c)(1)(iv): The effectiveness of these preceding stability factors were not influenced by such additional factors as freely suspended loads, track, wind, or ground conditions, condition and inflation of rubber tires, boom lengths, proper operating speeds for existing conditions, and, in general, careful and competent operation. All of these shall be taken into account by the user. Facility: The employer did not ensure that the effectiveness of stability factors influenced by wind, ground conditions, condition and inflation of rubber tires, boom lengths, proper operating speeds for existing conditions, and/or careful and competent operation were taken into account by the operator of the OSHKOSH 1998 truck crane, Model 300 TEC & SN 8E0037, used to lift a concrete form filled with water'. On or about September 24, 2018, the truck crane/entire flatbed of the truck tilted to a side way while perform the above task causing the operator to fall off the truck's flatbed. The operator sustained minor injuries from the incident.
