29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a)  At 2651 Anderson Court, Auburn, Alabama:  On or about September 25, 2018 and at times prior; the employer allowed his employees to use extension ladder to gain access to the roof top and the rails of the ladders did not extend three feet above the landing area exposing his employees to a fall hazard of up to 10 feet to the ground below.
