An employee used an Alum-A-Pole Corporation pump jack scaffold to install windows at an apartment complex of three story buildings.  A guardrail system was not installed on the open side and ends of the platform.  The employer did not ensure that the scaffold was erected under the supervision of a competent person.  This condition exposed the employee to an approximate nineteen foot fall hazard.
