29 CFR 1926.451(g)(1)(vi): Each employee performing overhand bricklaying operations from a supported scaffold was not protected from falling from all open sides and ends of the scaffold (except at the side next to the wall being laid) by the use of a personal fall arrest system or guardrail system (with minimum 200 pound toprail capacity). (a) SOUTH SIDE OF THE BUILDING UNDER CONSTRUCTION - Employees were working from a supported scaffold without the use of a personal fall arrest system or guardrails, exposing them to falls.

29 CFR 1926.454(a): The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. (a) SOUTH SIDE OF THE BUILDING UNDER CONSTRUCTION - Employees were erecting and working from a scaffold without being trained to recognize the hazards associated with stucco operations, including fall protection on scaffolds.
