29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:   (a) New residential construction located on Lot #86, Roof: On or about 10/02/2018, and at times prior, the employer exposed employees to falls of 14-feet, 6-inches to 29-feet, 10-inches to the lower ground level, in that fall protection systems were not used while engaged in roofing activities on a steep roof.

29 CFR 1926.502(a)(2): The employer did not provide and install all fall protection systems required by this subpart for employee(s) and did not comply with all other pertinent requirements of this subpart before employee(s) began the work that necessitates the fall protection:  (a) New residential construction located on Lot #86, Roof: On or about 10/02/2018, and at times prior, the employer failed to provide adequate fall protection systems to employees working at heights over 14-feet, 6-inches, in that proper anchors and harnesses were not provided or inspected prior to the start of roofing work on a steep roof.
