Without such programs employees are exposed multiple jobsite hazards in an dynamic construction industry without the adequate knowledge needed to identify hazards. 29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazard. A) Donnie Starcher on or about October 11, 2018 at the address of 2000 Midway Mall Drive, Elyria, OH: The employer had not trained employees in the appropriate use of fall protection, such as but not limited to, the use of personal fall arrest systems while performing various siding activities. The employees did not recognize the hazards associated with working from an elevated location of 9 feet to the ground below without the benefit of fall protection. Donnie Starcher was previously cited for a violation of this occupational safety and health standard 1926.503(a)(1), which was contained in OSHA inspection number 1235040, citation number 1, item number 1b and was affirmed as a final order on July 14, 2017, with respect to a workplace located at 192 Bath Street, Elyria, Ohio.

The employees were exposed to an 11 foot fall to the concrete ground below.
