29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) On or about October 16, 2018, for the employees exposed to fall hazards of approximately 9 feet while using an A-Frame step ladder to access the roof in order to install siding on a house where the ladder did not extend above the roof eave at or near 5352 Mica Drive in Bismarck, North Dakota.
