29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person: On or about October 25, 2018 during construction activities including but not limited to installing soffit material on a gas station canopy, the employer did not ensure the site superintendent conducted frequent and regular inspections of the worksite where subcontractor employees were observed working on the canopy surface with no fall protection exposed to fall hazards or approximately 16.5 feet and subcontractor employees working directly underneath with no head protection.
