29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. On and about October 24, 2018, employees were exposed to falls while roofing a two story, steep pitch apartment building when they were not protected from falls in that: A) Employees were not connected to lifelines; B) Anchor were located at points that would not prevent falls >6' from the corners of the building. C) The ladder used to access the roof is located where none of the employees could reach it while being connected to lifelines.
