29 CFR 1910.1200(e)(1):  The employer had not developed or implemented a written hazard communication program including the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii):     (a)  On or about October 26, 2018, and at times prior, the employer had not developed a written hazard communication program documenting the chemical inventory, container labeling, safety data sheets, and training.  In the work place employees encounter many chemicals including, but not limited to, lacquer thinner (can cause drowsiness, nausea, hallucinations, vomiting, unconsciousness, death); Misty X-Wax Stripper (corrosive, can cause skin sensitization and lung damage); VP Racing Fuels Lane Choice 7 (flammable, toxic, can cause skin defatting, CNS depression); 260 GT Plus with Ethanol fuel (corrosive, toxic, flammable); and Sunoco Supreme fuel (corrosive, toxic, flammable). 29 CFR 1910.1200(e)(1)(i):  The employer did not compile a list of the hazardous chemicals known to be present using a product identifier that was referenced on the appropriate safety data sheet:  (a)  On or about October 26, 2018, and at times prior, the employer did not include an identifier related to the chemicals on the chemical inventory so that readers could cross reference each listed chemical with its safety data sheet.  Additionally, not all of the chemicals on site were listed in the chemical inventory. 29 CFR 1910.1200(f)(6)(ii):  Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical:  (a)  On or about October 26, 2018, and at times prior, the employer did not ensure that  containers of hazardous chemicals had labels to inform employees about hazards of the chemicals in the containers. 29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:  (a)  On or about October 26, 2018, and at times prior, the employer had not trained employees on the hazards of the chemicals present and used in the workplace.
