29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:    a) Jobsite: On November 1, 2018 and at times prior thereto; the controlling employer did not ensure that its siding contractor and painting contractor protected their employees from electrical hazards; electrical cords attached to a radial saw, Skilsaw, and powerbox were found frayed and/or inadequately repaired.     b) Jobsite:  On November 1, 2018 and at times prior thereto; subcontractor's equipment did not have engineering controls to reduce exposure to Silica containing dust from cutting Hardie Board siding planks using a radial saw and Skilsaw.     c) Jobsite: On November 1, 2018 and at times prior thereto; housekeeping program did not include maintaining clear walkways or walking paths around equipment and construction debris.       d) Jobsite:  On November 1, 2018 and at times prior thereto; stair rail systems in Buildings A & B had unprotected sides and edges from the first to the seventh riser.     Note* Abatement certification AND documentation is required for this item.    Dave Evans Construction, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard, 1926.20(b)(2), which was contained in OSHA inspection number 1151926, citation number 1, item number 1a, and was affirmed as a final order on 8/2/2016, with respect to a workplace located at 6267 S Maple Grove Rd, Boise, ID 83709.
