29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. a) Parking Lot, 5 North River Street, Plains Township, PA - Employees on the low-sloped roof (<1:12 pitch) of a newly constructed commercial establishment were installing plywood sheets onto roof trestles without any means of fall protection and were exposed to a fall hazard of seventeen (17) foot above a concrete floor, as observed on or about November 13, 2018. In accordance with 29 CFR 1903.19, abatement certification required for this violation.

29 CFR 1926.1053(b)(1): Because of the portable ladder's length, the ladder side rails did not extend to at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access and the ladder was not secured at its top to a rigid support that will not deflect, with a grasping device, such as a grabrail, provided to assist employees in mounting and dismounting the ladder: a) Parking Lot, 5 North River Street, Plains Township, PA - Employees used a ten (10) foot or twelve (12) foot portable step-ladders for roof access which were not secured at the top to a rigid support, lacked a grasping device, and lacked side rails that extended at least three (3) foot above the roof exposing the employees to fall hazards, as observed on or about November 13, 2018. In accordance with 29 CFR 1903.19, abatement certification is not required for this violation as the hazardous condition was corrected during the inspection.
