No fall protection system was being used. Pitch of the roof was approx. 8 in 12. b) On or about 11/13/18, on the site of a 3-story commercial building at 370 Franklin St., Buffalo, NY: Two employees engaged in roofing tear-off work on the steep roof on the south side of the building were exposed to a fall of approx. 9 to 22 ft. No fall protection system was being used. Pitch of the roof was approx. 8 in 12. NO ABATEMENT CERTIFICATION REQUIRED

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) On or about 11/13/18, on the site of a 3-story commercial building at 370 Franklin St., Buffalo, NY: In order to access & exit the lower flat roof on the south side of the building, employees climbed an extension ladder that had been set up on the ground to provide access to the roof. The siderails of that extension ladder were approx. 19 inches above the roof. NO ABATEMENT CERTIFICATION REQUIRED
