29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):           On or about November 20, 2018 at the above addressed jobsite, employees were removing sheeting from the roof while standing on the floor joists. Employees were not wearing fall protection or any alternative means to remove the hazard from employees falling through 8.6 feet from the joists to the second story floor.    Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).

29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.    On or about November 20, 2018, the employer did not have a training program and employees were not adequately trained in the recognition of jobsite hazards, including but not limited to, fall hazards.     Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).

29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge:    On or about November 20, 2018, at the above addressed jobsite, the stairway to the second floor did not have handrails, thereby exposing employees to fall hazards.    Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
