29 CFR 1926.201(a): Signaling by flaggers and the use of flaggers, including warning garments worn by flaggers did not conform to Part VI of the Manual on Uniform Traffic Control Devices, (1988 Edition, Revision 3 or the Millennium Edition), (a) Cobun Creek Rd - On or about 12/17/18, the employer did not provide and require the use of SLOW/STOP paddles for employees to stop and/or direct traffic in the work area, exposing the employees to work zone struck-by hazards. (b) Cobun Creek Rd - On or about 12/17/18, the employer did not provide and require the use of high visibility garments for employees stopping and/or directing traffic in the work area, exposing the employees to work zone struck-by hazards. (c) Cobun Creek Rd - On or about 12/17/18, the employer did not position flagger stations far enough ahead of the work space so that approaching traffic had sufficient distance to stop before entering the work space, exposing employees to work zone struck-by hazards.
