29 CFR 1926.850(c): All electric, gas, water, steam, sewer, and other service lines were not shut off, capped, or otherwise controlled, outside the building line before demolition work had started. In each case, any utility company which is involved shall be notified in advance. a) Gilman 101 Development LLC at 1221 Main Street Minturn, CO 81645: On or before 12-13-18, the employer did not ensure that all utility lines had been shut off prior to demolition. Gas lines and electrical lines were live during the demolition of homes and trailers. A live gas line was struck when a brick from a home located at 1221 Main Street fell onto the gas line, cutting the line, and dispersing natural gas into the air. This exposed employees to fire and explosion hazards.

29 CFR 1926.1101(k)(2)(ii): The building and/or facility owner(s) did not notify prospective employers, tenants, employees of the owner, and all employers of employees who would be performing work within adjacent areas of the presence, location, and quantity of asbestos containing material or presumed asbestos containing material, at the work sites in their buildings and facilities in writing, or a personal communication between the owner and the person to whom notification must be given or their authorized representatives: a) Gilman 101 Development LLC at 1221 Main Street Minturn, CO 81645: On or before 12-13-18, the employer did not notify subcontractors working on the jobsite that asbestos was present in homes located at 1217 Main Street and 1221 Main Street. The employer hired subcontractors to demolish these homes but did not notify the subcontractors of asbestos being present prior to demolition. This exposed employees to respiratory hazards involving asbestos.
