29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tank cars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6: Employees were exposed to fire and explosion or projectile hazards. Employees working in the shop preforming welding and maintenance activities were exposed to fire and explosion or projectile hazards. The oxygen and acetylene compressed gas cylinders that were no longer in use were not secured to prevent damage as required by Compressed Gas Association Pamphlet P-1-1965.

29 CFR 1910.253(b)(4)(i): Oxygen cylinders were stored near highly combustible material, especially oil and grease; or near reserve stocks of carbide and acetylene or other fuel-gas cylinders, or near other substance likely to cause or accelerate fire: Employee(s) were exposed to fire and explosion hazards. Employees preforming welding and maintenance activities in the shop were exposed to fire and explosion hazards. One compressed gas cylinder of oxygen was stored next to a compressed gas cylinder of acetylene in the shop area.
