The employees were working from a SkyJack, SJ45T aerial lift, which had the boom in the elevated position approximately fifteen feet above the ground.  The employees were inside the lift bucket working without the use of body belts or body harnesses and lanyards not attached to the boom or basket of the aerial lift.
