29 CFR 1926.451(a)(1): Except as provided in paragraphs (a)(2), (a)(3), (a)(4), (a)(5) and (g) of this section, each scaffold and scaffold component shall be capable of supporting, without failure, its own weight and at least 4 times the maximum intended load applied or transmitted to it. a)On or about December 26, 2018 to January 8, 2019 employees and or employees of other on-site subcontractors worked from a partially enclosed wind screened scaffolding system of which each scaffold wall anchor tie lag shield component device and component wall anchor tie lag shields/lags devices into brick mortar was not capable of supporting, without failure, its own weight and at least 4 times the maximum intended non-perpendicular uplift wind force pressure loads applied or transmitted in association with the partially enclosed wind screened scaffolding systems geographic conditions, terrain, proximity of other adjacent structures, shape of adjacent structures, reinforced plastic enclosure material and wind clips exposing the employees and or employees of other on site subcontractors to the hazards associated with scaffold collapse and falls in excess of 20 feet.

29 CFR 1926.451(f)(12): Wind screens shall not be used unless the scaffold is secured against the anticipated wind forces imposed. a) On or about December 26, 2018 to January 9, 2019 employees and or employees of other on site subcontractors worked from a partially enclosed wind screened scaffolding system which was not initially designed or constructed of nor anchored to materials which could secure the scaffold to withstand against without failure anticipated non-perpendicular uplift transmitted wind force pressure loads imposed exposing the employees and or employees of other on site subcontractors to the hazards associated with scaffold collapse and falls in excess of 20 feet.
