The signals used (hand, voice, audible, or new), and means of transmitting the signals to the operator (such as direct line of sight, video, radio, etc.), were not appropriate for the site conditions:  a) 629 Columbia St. Ext: On or about 1/31/19, an employee was utilizing hand signals at a distance of approximately 220 feet (73 yds.) to direct the operator. This method was not suitable due to the distance and the angle of the sun at times affecting the operators ability to view the signals given.
