29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b): a. The employer fails to assure effective protection against falls as required by the standard, as demonstrated on February 9, 2019, when employees are working on a residential one story 7:12 pitch roof at 175 Sleepy Dog Way, Port St Joe, FL 32456 without fall protection and are exposed to falls of approximately 10 feet to the ground below. Covarrubias Construction, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1024847, citation number 1, item number 1 and was affirmed as a final order on April 6, 2015, with respect to a workplace located at 7 Pinewood Lane, Lot #7, Santa Rosa Beach, FL 32459.

29 CFR 1926.503(c): The employer did not retrain affected employees who already had been trained but demonstrated inadequate understanding and skill required by paragraph (a) of this section: a. On or abuot February 9, 2019 One employee was installing truss blcking on the roof framing of a one story garage and was not protected from falling by means of personal fall protection system, guardrail or safety net. The employee was exposed to a fall in excess of 10 feet to the ground below.
