29 CFR 1926.20(b)(1): The employer did not initiate and maintain such programs as may be necessary to comply with this part. a) On or about February 7, 2019, and at times prior thereto, the employer had not developed and/or implemented an effective accident prevention program to address hazards to which the employees and employees of subcontractors were exposed. Hazards include, but are not limited to falls from the lack of use of fall protection, two flights of stairs without hand railing and a steel platform landing in use but had not poured, pneumatic nail guns without the use of safety glasses, excessive snow and ice on the floors and stairs contributing to the poor housekeeping creating slips, trips and/or falls and overhead hazards. Note: Abatement certification IS required for this item.
