29 CFR 1918.22(b): Each side of the gangway, and the turntable if used, did not have a hand rail with a minimum height of 33 inches (0.84 m)(measured perpendicularly from rail to walking surface at the stanchion) and a midrail:  a) At the loading dock area, while employees were loading rice from barge JCF 16102B, the employer did not ensure the gangway had a handrail and midrail on each side, exposing employees to fall hazard into the water.
