29 CFR 1910.28(b)(13)(i): Work on low-slope roofs. When work is performed less than 6 feet (1.6 m) from the roof edge, the employer must ensure each employee is protected from falling by a guardrail system, safety net system, travel restraint system, or personal fall arrest system. At the 1604 Morrison St., Rothschild jobsite; fall protection was not utilized while performing snow removal from a commercial roof exposing employees to fall hazards.

29 CFR 1910.30(a)(3): The employer must train each employee in at least the topics specified in 29 CFR 1910.30(a)(3)(i) through (iv): At the 1604 Morrison St., Rothschild jobsite; fall protection training was not provided when working on roofs performing snow removal activities. As a result, the remaining applicable elements nature of the fall hazards in the work area and how to recognize them [1910.30(a)(i)], procedures to be followed to minimize those hazards [1910.30(a)(ii)], correct procedures for installing, inspecting, operating, maintaining, and disassembling the personal fall protection systems that the employee uses [191030(a)(iii)], the correct use of personal fall protection systems and equipment specified in paragraph (a)(1) of this section, including, but not limited to, proper hook-up, anchoring, and tie-off techniques, and methods of equipment inspection and storage, as specified by the manufacturer [1910.30(a)(ix)] were not discussed.
