29 CFR 1926.651(i)(2): Excavation below the level of the base or footing of any foundation or retaining wall that could be reasonably expected to pose a hazard to the employees was not prohibited: 238 California Ave. Bldg.3100, Fort Hunter Liggett: The employer did not protect a wall structure while when he excavated about two feet below the wall structure. An employee was in the middle of the excavation directing ground water that was flowing into the excavation and was exposed to crushing injuries.

29 CFR 1926.651(j)(1): Adequate protection was not provided to protect employees from loose rock or soil that could pose a hazard by falling or rolling from an excavation face 238 California Ave. Bldg.3100, Fort Hunter Liggett: The employer did not protect an employee from loose rocks or soil that could fall from the face of the excavation. The employee was exposed to sudden cave in hazards due to wet soil and underground water flowing in the excavation.
