Employees conducting bucket changing operations are exposed above the permissible exposure limit (PEL).     On 03/18/2019 OSHA conducted air sampling. An employee was exposed to airborne lead at 8 hour time weighted average (8 hour TWA) of 1100 micrograms per cubic meter, approximately 22 times the permissible exposure limit of 50 micrograms per cubic meter during bucket changing operation.  Sampling was conducted for 15 minutes.  The duration of the operation was 15 minutes.  The rest of the 8 hour time period for 8 hour TWA was calculated as zero lead exposure.

The employer provides respirators for the employees and requires the employees to use the respirators for bucket changing activities without implementing a respiratory protection program to address the following items:     On 03/18/2019 air sampling was conducted during a bucket changing operation.  The exposure level was approximately 22 times the permissible exposure level without regard to respirator use.  A respiratory protection program was not implemented to address the following:    1.  Witten Procedures for Respirator Selection:        A full-face respirator was not provided where the half-face respirator used was inadequate for performing bucket changing operations      2.  Medical Evaluations:       Employees were not provided medical evaluations prior to being required to use tight-fitting respirators    3.  Fit Testing:       Fit testing was not provided to the employees prior to being required to use tight-fitting respirators    4.  Training:        Effective and comprehensive training was not provided to the employees who were required to us tight-fitting face-piece respirators    5.  Record Keeping:       A recordkeeping program addressing medical evaluations, names and dates of fit testing, type and size of respirators, type of respirator and results of fit testing was not implemented for employees who were required to use respirators.
