29 CFR 1910.1025(h)(1): All surfaces were not maintained as free as practicable of accumulations of lead:   At this establishment, employees building glass windows were working with lead based material. Work surfaces were not regularly cleaned to prevent accumulation of lead.  Monitoring was conducted to ascertain lead presence and exposure. On February 27, 2019, the wipe samples were taken to ascertain lead exposure from different work surfaces, such as, but not limited to employees work stations, tool box(es), refrigerator, and desks, as well from employee shoes and hands surfaces.

The employer did not conduct an initial determination to evaluate employees' exposure to lead.   Monitoring was conducted to ascertain lead presence and exposure. 29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:   At this establishment, employees engaged in manufacturing of windows and were exposed to hazardous heavy metals, chemicals and materials. The employer had not implemented a hazard communication program which would address labeling and other forms of warning on chemical containers, Safety Data Sheets, and employee information and training on the hazards associated with chemicals used at this site.  The written program must also contain the following:   1. A list of all hazardous chemicals on site;  2. The methods the employer will use to inform employees of the hazards associated with non-routine tasks involving chemicals, such as a spill;  3. The hazards of chemicals contained in piping that is not labeled; and,  4. The method the employer will use to inform other employers (contractors) of the chemicals their employees might be exposed to while performing duties at this site.
