29 CFR 1926.651(j)(1): Adequate protection was not provided to protect employees from loose rock or soil that could pose a hazard by falling or rolling from an excavation face: a) 327 North 17th Street: Employees were jack hammering a rock next to benched excavation wall approximately 4-5 feet in height as loose rock and soil was falling into the excavation. Condition was observed on or about 28 FEB 2019.

29 CFR 1926.701(b): Reinforcing steel. All protruding reinforcing steel, onto and into which employees could fall, shall be guarded to eliminate the hazard of impalement: a) 327 North 17th Street: The employer did not ensure that protruding reinforced steel was guarded; thus exposing employees to impalement and, trip and fall hazards. Condition was observed on or about 28 FEB 2019. Felix and Son Contractors, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.701(b) which was contained in OSHA inspection number 1164406, citation number 1, item number 3, and was affirmed as a final order on 19 DEC 2016, with respect to a workplace located at 2204 Christian Street, Philadelphia.
