29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards. On or about 03/07/2019 employees at the Manchester Tobacco & Candy Company construction project were not provided ladder training.

29 CFR 1926.1053(b)(7): Slip resistant feet were used as a substitute for care in placing, lashing, or holding a ladder that is used upon slippery surfaces, including, but not limited to, flat metal or concrete surfaces that are constructed so they cannot be prevented from becoming slippery. On or about 03/07/2019 employees at the Manchester Tobacco & Candy Company construction project were exposed to approximately 15' falls. Employees ladder was positioned upon slippery surfaces.
