29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:      a) On or about 03/12/19, on the roof repair jobsite of a building at 225 Louisiana St., Buffalo, NY:  In order to access & exit the lower flat roof on the Louisiana St. side of the building, employees climbed an extension ladder that had been set up on the ground to provide access to that roof. The siderails of that extension ladder were approx. 19 inches above the roof.     b) On or about 03/12/19, on the roof repair jobsite of a building at 225 Louisiana St., Buffalo, NY:  In order to access & exit the higher flat roof from the Louisiana St. side of the building, employees climbed an extension ladder that had been set up on the lower flat roof. The siderails of that extension ladder were approx. 11 inches above the higher roof.      NO ABATEMENT CERTIFICATION REQUIRED
