29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. On or about March 21, 2019, employees performing siding installation operations on the upper level at a residential single family property were exposed to a fall of approximately 10.4 feet when the employer failed to ensure that fall protection was utilized. No abatement certification or documentation is required for this item.

29 CFR 1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder: On or about March 21, 2019, the employer did not ensure that the side rails of an extension ladder were extended at least three feet above the landing. Employees were exposed to falls while using the ladder to access the roof of a residential structure to perform siding installation activities. Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
