29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:   a) On or about 03/20/19, on the site of a 3-story house at 565 W. Delevan Ave., Buffalo, NY: A Ladder Jack Scaffold was erected on the right side of the house. An extension ladder was used by employees to access and exit the scaffold. The side rails of that ladder only extended approx. 14 in. above the aluminum pik on the scaffold.    NO ABATEMENT CERTIFICATION REQUIRED
