They were using an electric drill while conducting overhead work with the potential for eye injury without the use of eye protection.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. At a worksite located at South Ellis Street and Fountain Road, Webb City, Missouri 64864, employees were exposed to serious fall hazards. The unprotected sides and edges of the elevated work area was not provided with guardrails or any other means of fall protection. Employees were exposed to a fall hazard of 20 feet 4 inches.
