29 CFR 1915.73(d): When employees were exposed to unguarded edges of decks, platforms, flats, or similar flat surfaces, more than 5 feet above a solid surface, the edges were not guarded by adequate guardrails meeting the requirements of 29 CFR 1915.71(j)(1). (a) Worksite On or about 3/29/2019, the employer did not ensure that employees were protected from fall hazards of approximately thirteen feet above the lower level while working from the deck of a sailboat in the shop area.
