29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s): 1) On April 2, 2019, and at prior times, Clayton Properties Group II, Inc., dba K&P Exteriors, as a controlling employer, did not maintain an effective program which provided for inspections of the job site by a competent person. An employee of M&J Construction LLC, a subcontractor, were exposed to fall hazards while working from a pump jack scaffold that did not have endrails, was not adequately braced, and did not have adequate footing.

29 CFR 1926.451(g)(4)(i): Guardrail systems were not installed along all open sides and ends of platforms: 1) On April 2, 2019, Clayton Properties Group II, Inc, dba K&P Exteriors, as a controlling employer, did not ensure that an employee of its subcontractor, M&J Construction LLC, was protected from falls in excess of 15' while working from a pump jack scaffold that did not have a guardrail system installed on the end of the platform.
