29 CFR 1926.702(h): Bull float handles used where they might contact energized electrical conductors, were not constructed of nonconductive material or insulated with a nonconductive sheath whose electrical and mechanical characteristics provide the equivalent protection of a handle constructed of nonconductive material: a) The TMC Building Group, LLC, 3827 North Lafayette St, Denver, CO 80205: On and before April, 3, 2019, the employer used bull float handles where they could come into contact with energized overhead power lines, and the handles were not constructed of or insulated with of nonconductive materials. An employee was shocked when he lifted up a fresno float with an extendible aluminum handle that came into contact with a 7,620 volt overhead power line. In addition, employees used a bull float with an extendible aluminum handle in proximity to overhead power lines. This condition exposed employees to an electrocution hazard.

29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury: a) The TMC Building Group, LLC, 3827 North Lafayette St, Denver, CO 80205: On and before April, 3, 2019, the employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate electrocution hazards. The employer did not instruct employees on the safe use of bull float handles. An employee was shocked when he lifted up an extendible aluminum fresno float handle and the handle came into contact with a 7,620 volt overhead power line. Employees also used a bull float with an extendible aluminum handle in proximity to overhead power lines without training on safe use and on nonconductive handles. This condition exposed employees to electrocution hazards.
