The concrete contractor provided employees bull floats that had extendible aluminum handles for use in proximity to 7,620 volt overhead power lines.  The employer did not ensure that the handles were constructed or insulated with non-conductive materials.  This condition exposed concrete contractor employees to shock and electrocution hazards.
