29 CFR 1910.23(b)(8): The employer did not ensure ladders were used only for the purposes for which they were designed: (a) Panther Arena - East Side Exterior Service Area: Employees accessing the exterior service hall were exposed to a fall hazard when using a ten (10) foot step ladder. The ten (10) foot step ladder was used in a closed position and leaned against the wall to gain access to the upper surface of a partition wall surrounding the area. The ladder was not used in an open and locked position as designed to be used.

The ten (10) foot step ladder was used in a closed position and leaned against the wall to gain access to the upper surface of a partition wall surrounding the area. This task was conducted without side rails that would extend three (3) feet above the upper landing surface.
