29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii) On or about April 9, 2019, one employee was installing caulking on the ceiling of the commercial property under construction from a single tier tubular welded frame scaffolding that was not fully planked, exposing the employee to a fall hazard of approximately 6 feet.

29 CFR 1926.451(e)(9)(iv): Cross braces on tubular welded frame scaffolds were used as a means of access or egress. On or about April 9, 2019, one employee applying caulking to the ceiling of the commercial property under construction used the cross braces of the tubular welded frame scaffolding to gain access to the first tier of the scaffolding, exposing the employee to a fall hazard of approximately 6 feet.
