29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:     On or about April 10, 2019. Employee was removing shingles on a residential house roof with a 14/12 pitch approximately 16 feet in height without the use of fall protection, exposing employee to a fall hazard.

The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.    a) On or about April 10, 2019, Employee did not have training on recognizing fall hazards when working on a 14/12 pitch roof approximately 16 feet in height to the lower ground level.
