29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means: a) Roof - Employees were permitted to conduct roofing operations in proximity to a 120/240 volt secondary power line located approximately 3 feet above the roof that was not de-energized and grounded or effectively guarded, on or about April 10, 2019. Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.

Wilson Roofing Company, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1073291, citation number 1, item number 1 and was affirmed as a final order on October 19, 2015, with respect to a workplace located at 2209 Market Street, Harrisburg, Pennsylvania.
