29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person.   On or about January 8, 2019, and at times prior thereto, the employer did not conduct frequent jobsite safety inspections to identify and provide a workplace were any employee, worker, laborer, or mechanic employed in the performance of the contract work was free from recognized hazards such as but not limited to:  a)  Jobsite of the Enclave at Roanoke City Centre in Roanoke, Texas.  Workers in plain view performing framing activities including but not limited to, framing, sheathing and installing trusses; working from various heights and buildings worked without fall protection and were exposed to unprotected fall hazards of up to a 40 feet to the ground below;  b)  Jobsite of the Enclave at the Park in Fort Worth, Texas.  Workers in plain view performing framing activities including but not limited to, framing, sheathing, and installing roof trusses; workers performing activity from various heights and buildings without fall protection, the workers were exposed to unprotected fall hazards of up to 35 feet to the ground below.
