29 CFR 1926.100(a): Employees were not protected by protective helmets while working in areas where there was a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns:  a) Employee(s) moved materials and collected garbage on the ground around Bldg #2 of a new multi-unit residential community (Camelot at Edison) at 88 Jackson Avenue in Edison NJ. The ground employee(s) was not wearing a hard hat for protection from fallen, dropped tools & materials in use by a roofing crew working directly overhead installing shingle roof.    Condition(s) were noted on or about 3/14/2019.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) Employee(s) engaged in shingle installation atop a new apartment building (Bldg#2) under construction at 88 Jackson Avenue in Edison NJ; where fall protection means was not implemented against hazard of 25' fall to ground below.  Condition(s) were noted on or about 3/14/2019.
