29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a): Exterior Front- Portable ladders used for access by employees to an upper landing surface did not have the ladder rails extend at least 3 feet above the upper landing surface. Five employees were accessing a residential roof by using a portable ladder that did not have rails extend at least 3 feet above the upper landing surface, on or about April 17, 2019. There is no abatement certification or documentation required for this item.
