29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems: (a) On or about April 21st, 2019 and at times prior, employees were exposed to multiple fall hazards in excess of thirty feet while installing roofing materials at the BCHA Edwinton Place apartments project in the vicinity of 1121 South 11th Street in Bismarck, North Dakota. Note: This company was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard which was contained in OSHA Inspection Number 1231323, Citation 1, Item 1, and was affirmed as a final order on June 12th, 2017, with respect to a workplace located at 1218 North 35th Street in Bismarck, Nd 58501.

29 CFR 1926.503(c)(3): When inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill, the employer shall retrain the affected employee: (a) On or about April 21, 2019 and at times prior, employees were exposed to multiple fall hazards in excess of thirty feet while installing roofing materials at the BCHA Edwinton Place apartments project in the vicinity of 1121 South 11th Street in Bismarck, North Dakota.
