Apartment Complex: On or about April 23, 2019, the employer did not ensure that employees working on a two story apartment complex roof retained the requisite understanding or skill for safe work practice. This condition exposed employees to fall hazards greater than 6-feet to the ground below.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system: Apartment Complex: On or about April 23, 2019, employees were observed working on a residential apartment complex roof without utilizing a fall protection system. This condition exposed employees to fall hazards greater than 6-feet to the ground below. AAA Roofing was previously cited for a violation of this occupational safety and health standard CFR 1926.501(b)(13), which was contained in OSHA inspection number 1128330, citation number 2, item number 001 and was affirmed as a final order on 06/15/2016, with respect to a workplace located at 221 Bartlett Drive, El Paso, Texas.
